The Decade-by-Decade Series of Casa Blanca History Ends with the 1990s when Phase 3, the final phase, was completed with the addition of 38 homes on the North side of the property. The original plan, to have the same townhomes as Phase 2, was abandoned due to the City of Scottsdale Planning Commission insisting on lower density, detached homes. Scottsdale builder Dave Backman formed the Casa Blanca Building Company and hired Whitneybell Architects A third pool/spa was added and our community was complete. In closing, it was the first HOA Board’s desire to preserve and maintain Casa Blanca’s unique historic value far into the future...decade by decade.
